In a medium bowl. mix soy sauce, brown sugar, garlic powder, powdered ginger, dried minced onion, whiskey and white wine together and pour over chicken pieces in a bowl.
Cover and refrigerate, stirring often, for several hours or, even better, overnight.
When ready to cook, remove from refrigerator at least 30 minutes prior to placing in oven.
Pre-heat oven to 350°F.
In a baking dish, place chicken in a single layer with the marinade.
Bake chicken for one hour, basting every 10 minutes.
Remove chicken from oven; scrape pan juices with all the brown bits into a frying pan.
Heat and add 2 tablespoons white wine; stir and add chicken.
Cook for 1 minute, remove from heat, sprinkle with green onions and serve.
